Three mechanisms, not three promises.

Work that closed and never got billed

A project completes. Fourteen days pass with nothing billed against it, and a signal opens carrying the client's name. It shows no dollar figure. There is no rate data to price it honestly, and an invented number is worse than none.

One digest instead of a status meeting

Each person gets one email a day listing the open items assigned or recommended to them, ranked, capped at 25 items. There is no per-signal email, so nobody learns to ignore it.

A health score you can take apart

Every client scores 100 minus its open penalties: 18 for a high signal, 9 for a medium, 3 for a low. Rules, not machine learning. You can always see which signal cost the points.
